What does this "legal backing" means exactly? In this case, it means that if any of them come up on charges or get disciplinary actions, the union will deliberately let them swing.

You know, the sad part is they're not entirely wrong.
There is something fundamentally unfair about individual cops being where the buck stops in these matters. Sure, they did the pushing but it's not like city governments, police unions, and entire departments haven't enabled this behavior for years and years. I'm not unsympathetic to the cries of foul coming from the blue line. They have a point. Law enforcement cannot function as if it were its own world where outsiders hold no accountability. Shit is never going to work if that isn't on the long list of things that need to change.

What this really highlights is how that police union is not really a union, or that it is unworkable as a union. It is more akin to a protection racket without the actual strength to do the protecting.
A union should not withdraw support from any paying member unless said member has, through their own actions, broken the rules of conduct agreed to by the union with the employer. In this case that would be the official police procedures with regards to crowd control, detaining suspects etc.
The two officers who shoved over the old man and left him lying on the floor with a cracked skull have absolutely broken those rules as I doubt it is written anywhere that that is a proper method of doing any police work. Also, it speaks volumes that the only people who went to administer first aid were the two national guardsmen (I assume, judging by their clothing) and that the police were actively preventing other police from assisting the man.
What the union should not be allowed to do is to blanket withdraw support and representation from its members regardless of their individual actions. That is either a breach of contract with your union members or an acceptance that none of your members is capable of following, or willing to follow, proper procedure.
