I think this basically attracts the people discussed by the concept of "working towards the Führer" by Kershaw, where you have a relatively lazy leader (Trump and/or Musk) in charge and people vying for political power/attention falling over themselves to come up with something that might please dear leader.
Neither Trump nor Musk have the attention span to actually put in the work. So you attract all kinds of people who will try to be political climbers and see this as their way to get noticed and rewarded by either Musk or Trump.
How many unpaid hours are some people already spending stanning for Trump or Musk online? All you need is people with some amount of wealth who think they can 'make it' before their wealth runs out.

There's also the fact where you have to pay Twitter to be allowed to DM Musk in the first place, which makes this a case of a supposed government agency demanding that you pay the head of that agency's private entity money in order to be allowed to apply for a job.

No pay *from the Government*. Presumably companies will be able to sponsor these volunteers to do away with tedious regulations costing them money.
It's still going to be self-selecting from the pool of people you absolutely don't want in Government, like Musk.
